Enable CDS maintenance

cdsctl admin maintenance enable [flags]

      --hooks   provided to propagate to the hooks services

      --insecure         (SSL) This option explicitly allows curl to perform "insecure" SSL connections and transfers.
  -n, --no-interactive   Set to disable interaction with ctl
